1. (C) Japan was grateful to receive a briefing on the
contents of the updated P5 1 package for Iran and is looking
forward to any progress made as a result of either the
updated package or Iran's May 2008 offer, according to MOFA
Second Middle East Division Principal Deputy Director
Motosada Matano. He told Embassy Tokyo that Japan will urge
Iran to give the updated proposal serious consideration and
was gratified to learn that the Iranians didn't reject it
outright. At the same time, Japan believes the Iranian
proposal, while perhaps overly broad and not sufficiently
detailed, also provides an opening that should not be
rejected by the P5 1. The fact the Iranians made the
proposal demonstrates Iran is willing to engage in dialogue
with the international community, said Matano. "We would
like to urge both sides to seriously study the proposals
presented by the other, and we are telling the Iranians not
to prematurely or carelessly refuse to consider the P5 1
proposal," he concluded. Japan will convey the message at
upcoming G8 meetings and in other appropriate venues that it
would like to see positive developments made by both sides.
2. (C) MOFA Second Middle East Division Iran Unit Chief
Takashi Kamada, who was also present, asked whether any
deadlines had been set for an Iranian reply to the package,
or whether any follow-up meetings or actions have been
followed. We advised him we were unaware of any deadlines or
planned follow-up at this time.
