1. (C) Summary: Foreign Minister Masahiko Koumura and
Chinese Foreign Yang Jiechi met June 14 and discussed the
East China Sea resource development issue, human rights and
Tibet. Progress on joint development in the East China Sea
will be announced "quite soon," but press reports suggesting
an agreement has already been reached are premature, MOFA
told Embassy Tokyo. Furthermore, Japan and China will resume
their human rights dialogue in mid-July. End Summary.


2. (C) Foreign Minister Masahiko Koumura and Chinese Foreign
Minister Yang agreed to accelerate progress on gas field
joint development in the East China Sea during their talks on
June 14, MOFA China and Mongolia Division Principal Deputy
Director Endo told Embassy Tokyo June 16. Press reports
suggesting a deal has already been reached are premature, and
negotiations are ongoing, he noted. That said, the press
reports do contain some "shreds of truth" and an announcement
on joint development is expected "quite soon," he added.
However, the situation is still "unstable" and some details
still need to be worked out. (Note: On June 17 the Chinese
Embassy in Tokyo confirmed to Embassy Tokyo that progress
will likely be announced shortly and noted negotiations are
being handled in Beijing. End Note.)


3. (C) The two FMs also discussed human rights, and Japan and
China will resume human rights dialogue in mid-July, but the
agenda is still being drafted. Foreign Minister Koumura
raised the issue of Tibet during his meeting with Yang and
urged him to resolve the situation peacefully, Endo reported.
