Japan will not decide which candidate to support until the last minute, said Mochizuki, repeating Ref B's comment that Japan is "favorably considering" Ambassador Swing's candidacy. Mochizuki was surprised to hear that Ambassador Swing had cancelled his trip to Tokyo, saying that the candidate had told a Japanese official "just last week" that he would be visiting Japan.
