(C) Embassy Tokyo Political Officer delivered Ref A demarche May 7 to Asian and Oceanian Affairs Regional Policy Division Principal Deputy Director Keiichi Hara. Hara said Japan would need to see an itemized budget before making a decision on funding the election monitoring mission in Mongolia, noting that Ambassador Jeffrey and DVM Sasae had discussed the issue by phone that morning. He also provided a non-paper delineating Japan's response to our Ref B non-paper, saying the Japanese Embassy in Washington passed it to G on May 5. We have faxed the non-paper to EAP/J. ¶3. (C) ACTION REQUEST: Please provide an itemized budget for the election observation mission in Mongolia. DONOVAN
