(C) EMBASSY Tokyo Political Officer delivered reftel demarche
on May 2 to MOFA Southeast Asia Division Principal Deputy
Director Shogo Yoshitake. Japan agrees that the Burmese
regime,s handling of the referendum on a new constitution
has failed to adhere to international standards for free and
fair electoral processes, Yoshitake stated. Japan shares
U.S. concerns on the regime,s failure to allow reasonable
debate on the constitution and remains deeply concerned about
the regime,s continued refusal to allow democratic,
religious, and ethnic minority groups to participate in the
political process. The Japanese Ambassador in Burma met with
the Burmese Vice Foreign Minister on April 29 to convey
Japan,s concerns. Japan is not planning to make a public
statement ahead of the May 10 referendum but may issue a
statement after the referendum results are announced,
Yoshitake stated.
