(S) On January 15 ESToff delivered reftel talking points to
MOFA Nonproliferation, Science and Nuclear Energy Division
Disarmament officer Kaori Mita. She stated the GOJ also
believes that the 2008 Australia Group (AG) plenary is not
the appropriate venue for an informal meeting with Russia to
address Russian membership in the AG. Japan has concerns
about Russia's nonproliferation transparency regarding past
chemical and biological weapons activities, and therefore
does not fully support Russia's participation in the AG. The
GOJ is likely to oppose holding a meeting in April.
