(C) Japan will be represented at the May 5-16 meeting of the
UN Commission on Sustainable Development (CSD-16) by members
of their UN Mission, according to MOFA Second Africa Division
Principal Deputy Director Hirotaka Matsuo. Tokyo will not
send a high-level representative or, for that matter, anyone
from the capital. However, Matsuo added that this was not
necessarily because the meeting will be chaired by Zimbabwe.
Rather, he said, all the relevant officials in Tokyo are too
busy preparing for TICAD IV and the G-8 meetings to attend.
He also pointed out that Japan has not been represented at a
senior level at the CSD for some time. Normally, a senior
vice minister from the Ministry of Environment is dispatched,
but this was not the case last year. The last time MOFA sent
a senior official was in 2003.
