Principal Deputy Director Kaoru Magosaki April 17. Magosaki
said the GOJ supports the U.S. position to strengthen the
mandate of the 1540 Committee. However, before MOFA
approaches countries such as China, it would appreciate
further information on how other UNSC members view this
matter. Magosaki noted Deputy Foreign Minister Sasae
recently met with Russian Deputy Foreign Minister Sergey
Kislyak. When Sasae raised the issue, Kislyak reportedly
stressed Russia is not objecting to the U.S. proposal on
extension, but has concerns the U.S., U.K. and France are
trying to transform the role of the Security Council.
Kislyak also reportedly told Sasae India and South Africa
support Russia.
2. (SBU) Due to the short timeframe, Magosaki proposed the
USUN directly contact Jun Maura at Japan's Mission to discuss
the state of play at the UN. Maura can then provide further
input for MOFA's decision-making over weekend. Magosaki is
optimistic Japan will issue a statement to UNSC members
indicating Japan's full support of the U.S. position.
