SUBJECT: ALBANIA SUPPORTS IAEA INDIA SAFEGUARD AGREEMENT

(SBU) Saimir Repishti, Chief of the Albanian Foreign Ministry's
International Organizations Department, told POLOFF that the GOA
supports a final agreement on the India Safeguards in the IAEA Board
of Governors at the August 1 board meeting (reftel). However, the
Albanian representative to the IAEA has recently been appointed
Ambassador to the UN and Repishti does not expect him to be present
to vote at the BOA meeting. The GOA will not send a substitute.
