C O N F I D E N T I A L THE HAGUE 000926 SIPDIS E.O. 12958: DECL: 11/03/2018 TAGS: PARM MNUC UNGA NL SUBJECT: NETHERLANDS/UNGA: ABSTAIN ON DE-ALERTING, OPPOSE DEPLETED URANIUM RESOLUTIONS REF: A. STATE 111744 ¶B. STATE 107247 Classified By: Political-Economic Counselor Andrew C. Mann for reasons 1.5(b,d) (C) The Dutch will abstain on the de-alerting resolution and will vote against a depleted uranium resolution at the UNGA Disarmament Committee. Pol-Mil Officer discussed reftel points with the Head of the Nuclear Affairs and Non-Proliferation Division, Henk Cor van der Kwast, on October 31st. Van der Kwast said there had been very little discussion at UNGA on the de-alerting resolution and confirmed that the Dutch would abstain during voting. He added that the Dutch voted against the depleted uranium resolution in the past and will do so again this year. The Dutch do not support the wording in the depleted uranium resolution and note the lack of any facts supporting it. CULBERTSON
