(C) The Dutch support reftel positions on the IAEA. Pol-Mil
Officer delivered reftel points on September 19 to the Head
of the Nuclear Affairs Division in the Ministry of Foreign
Affairs, Henk Cor van der Kwast. The Dutch enthusiastically
support Kazakhstan,s efforts to join the MESA group. Having
recently visited Kazakhstan, Van der Kwast expressed his
excitement about the idea. He stated they are "defintely
for" Afghanistan's candidacy for membership, however, they
oppose Syria and Iran as candidates for the IAEA Board of
Governors.
