1. (S) The Dutch agree that getting China to aggressively
implement UNSC Iran resolutions is vital. Emboffs delivered
reftel points September 22 and 23 to Henk Cor van der Kwast,
Head of Non-Proliferation at the Foreign Ministry, and
Anne-Chris Visser, Senior Advisor at the Finance Ministry's
Financial Integrity Division.
2. (S) Visser said the Netherlands has noticed a diversion in
Iran-related transactions to China and elsewhere since large
western banks shut down their business with Iran. She said
the Dutch plan to address this issue at the upcoming
Financial Action Task Force (FATF) plenary meeting in Rio de
Janeiro in October. The Dutch are seeking the adoption of
"recommendation 21", which would force all FATF countries,
including China and Russia, to take financial countermeasures
against Iran. These countermeasures would include reporting
all financial institutions' transactions involving Iran.
Visser said the Dutch government hopes this FATF initiative
will help prevent the diversion of Iran-related trade to
China.
3. (S) Van der Kwast stated it is important to engage the
Chinese and draw them into compliance. He believes that the
Russians are "hiding behind the Chinese," and an aggressive
implementation of the resolutions is crucial.
