(C) The Dutch concur that there should be no senior-level
meetings with the Russians but believe that the Preparatory
Committee meetings could be maintained as a channel of
communication. Pol-Mil Officer delivered reftel points on
September 22 to the Head of the Security and Defense Division
in the Ministry of Foreign Affairs. The Dutch have a
"slightly different" view on the meaning of "No Business as
Usual" for the NRC. The Dutch agree that Ambassadorial level
meetings should be suspended, and they "could say no to High
Level Task Force" meetings. However, they firmly believe
that working-level meetings should continue, although only
with a clear and limited meeting agenda.
