(C) The Dutch advise the USG to contact the French EU
presidency immediately if we want the EU to refrain from
lifting travel restrictions on the Karadzic family. In an
August 7 meeting, DepLegCounselor and Poloff raised ref A
points with Dutch MFA Deputy Head of the Western Balkans
Division Ard van der Vorst. Van der Vorst responded that the
EU had decided this issue -- only administrative steps remain
to be completed to lift the travel restrictions. Van der
Vorst was puzzled that the USG was concerned in this
instance, as the EU has traditionally lifted travel
restrictions on the family members of other ICTY indictees
once they arrived in The Hague. He requested the USG provide
additional information before the Dutch would consider
intervening in Brussels.
