(SBU) On July 10, poloff shared reftel points with Reneko
Elema, senior policy officer in the human rights department
of the Dutch MFA. In a follow-up discussion on July 16,
Elema said that the Dutch were following the EU consensus,
and that the French Presidency would support asking the UN
Economic and Social Committee's Committee on NGOs to review
the allegations against the Human Rights Foundation's (HRF)
director, Armando Vallardes. Elema added that Vallardes'
term in prison was not justification for denying the HRF
consultative status. On July 17, Elema indicated that the
Dutch support the U.S. proposal to have the NGO committee
review the HRF decision.
