(C) Jaime de Bourbon Parme, MFA policy officer for
Peacekeeping Operations, told poloff on January 17 that over
the next few weeks the Dutch will negotiate with the United
Nations the deployment of a hospital unit to Darfur . The
hospital would be "level 2" (capable of providing surgical
care) and self-sufficient (including water purification),but
it would not include force protection. Staffing would be
100-110 personnel. De Bourbon said prospects for an actual
deployment are "50/50" due to the "perfect storm" described
by UN U/SYG for Peacekeeping Guehenno: the lack of a SOFA,
the lack of approval from the government of Sudan, no
momentum on the peace agreement, and the significant
equipment needs. Guehenno's statement is "alarming," but the
Dutch will try to create a "life boat without leaks" to
weather the storm.
