(C) On July 10, poloff discussed reftel with Mr. Reneko

Elema, senior policy adviser in the human rights department
of the Dutch MFA. Elema stated he was "surprised" by the
U.S. demarche. The Dutch disagree with the U.S. decision
to approach countries one-on-one, because there is EU
consensus that the event should take place in Geneva.
Moreover, according to the Dutch, the proposed date for the
event (the week of July 21) is too early and will not give
nations enough time to organize. Elema recommended the USG
approach the French as a primary contact for EU countries
for reaching agreement on this event.
