(C) On July 9, Dutch MFA Senior Advisor for
Nonproliferation and Nuclear Affairs Ceta Noland told
poloff that the U.S. proposal for a July 28 IAEA Board of
Governors meeting on the U.S.-India nuclear agreement is
"difficult" and "controversial." Some members of the
Nuclear Suppliers Group (NSG) are annoyed. Members need
more than a week's notice, especially considering the fact
that most NSG members would need ministerial-level approval
for action. Noland also asked about the timetable for U.S.
congressional action, suggesting the U.S. rush for a
meeting does not make sense if the Congress cannot approve
the U.S.-India deal this year.
