Econoff shared reftel paper June 4 with Dutch officials at
the Ministries of Foreign (MFA),Economic (MEA),and
Environmental (VROM) Affairs who deal with OECD issues and
climate change policy. The Dutch government officials had no
immediate, substantive response to the paper. Post will
