(C) On April 2, POLOFF spoke to Dutch MFA Burma Desk officer
Ms. Maaike van der Werf, following up on reftel points. Van
der Werf expects that during April's GAERC the EU will extend
the November 2007 "strengthened common position" on Burma.
Discussions of further strengthening sanctions are a "work in
progress" and only in the initial stages in the Hague and in
Brussels. Van der Werf noted continuing tension between EU
members supporting additional sanctions and those supporting
"incentives."
