(C) In conjunction with the German embassy, POLOFF contacted
Matthijs Wolters at the Dutch MFA concerning reftel. Wolters
had received proposal from his colleagues in Brussels, and
stated that the Dutch support the proposal. However, the
Netherlands, as a depository for the treaty, cannot be "in
the forefront" of those advocating renegotiating the treaty.
