1. (C) SUMMARY: POLOFF delivered reftel points to Huub Buise,
director of the Horn of Africa Division, on February 26,
2008. Buise later confirmed that the Dutch expect to deploy
a frigate to replace the Danes in late March. END SUMMARY.
2. (C) In a discussion February 28, Buise said that the MFA
expects cabinet approval of a Somalia deployment on Friday,
March 7, followed by approval in parliament the next week,
and a deployment the subsequent week. Asked whether he
expected objections in parliament, Buise said no. (NOTE:
Parliament has recently raised objections to the Netherlands'
proposed Chad deployment. Buise said the Dutch MFA was
surprised and disappointed by parliament's reaction to
negative press about the Chad mission. END NOTE.).
3. (C) Regarding a UNSC resolution on Somalia, Buise
suggested that it engage the Transitional Federal Government,
promote reconciliation, and encourage withdrawal by Ethiopia.
Concerning receiving, extraditing, and prosecuting pirates,
Buise said the Dutch MFA had not considered that issue but
that the Dutch would "meet their international obligations."
He wondered aloud how the French have handled detainees.
