1. (U) Econoff shared on February 20 reftel points regarding
International Energy Agency (IEA) membership for CHINA and India
with Dutch Ministry of Economic Affairs (MEA) officials Pieter Boot,
Director for Energy Strategy and Consumption and Dutch
representative to the IEA Governing Board in the Directorate for
Energy and Telecommunications, as well as Directorate General for
Foreign Economic Relations Senior Policy Advisors Taco Westerhuis,
Huib de Bliek, and Guido Landheer. Econoff delivered reftel points
separately on February 21 to Femke Hoogeveen, Senior Policy Officer
in the Directorate for Economic and Ecological Cooperation at the
Ministry of Foreign Affairs.
2. (SBU) In a discussion February 25, Hoogeveen said the MFA was
discussing the issue with MEA and Dutch OECD/IEA representatives.
As an initial reaction, Hoogeveen noted the Dutch supported further
IEA cooperation with CHINA and India, even though they were not OECD
members. Hoogeveen stressed that membership for CHINA and Inda
could set a precedent that might undermine the work and standards of
the OECD. She said the OECD and its concerns should not be
"bypassed" during any accession process for CHINA and India.
