SUBJECT: NETHERLANDS/AFGHANISTAN: LIMITED RESOURCES FOR
ELECTION SUPPORT
REF: A. STATE 108855
B. STATE 131480
Classified By: ECONOMIC UNIT CHIEF SHAWN GRAY FOR REASONS 1.4 (B) AND (
D).
(C) Coordinator for Task Force Uruzgan, Maarten Boef,
stated that there are limited resources to provide additional
Election Support Forces (ESF). Pol-Mil Officer discussed
points from reftels with Boef, who acknowledged the strategic
importance of the elections and that the Dutch were "looking
into" providing additinal ESF. Boef commented that the Dutch
agreed in principle with the estimate provided by Supreme
Headquarters Allied Powers Europe but stated there were very
limited additional resources available. Boef was curious as
to any discussions on the use of the NATO Response Force and
what role, if any, it could play. He said he "looked
forward" to receiving details on expected troop contributions
and was appreciative of U.S. efforts to assist in encouraging
contributors. Boef had no specific awareness of the RC-South
plans for use of ESF but promised to provide information as
it became available.
