1. (C) In response to Ref A instructions, USSC confirmed to
DATT that USSC has discussed this UAE-offered equipment with
the PA's Hazem Atallah. The next step is for Atallah to
write a letter to USSC officially requesting the equipment.
USSC will then coordinate with the GOI about allowing the
equipment to enter the West Bank. USSC will inform the
Embassy if they need our assistance with the GOI.
2. (C) Comment: Since the formal request procedure has not
even started, we have not raised this issue with the GOI. We
remain ready to do so if USSC requests assistance.
