1. (C) Poloff delivered reftel demarche to Zvi Rav-Ner,
Director of the MFA Central Europe Department on July 3.
Rav-Ner said that Israel is still not ready to recognize
Kosovo, but wants to show its support for the people of
Kosovo, with whom, he explained, Israel has long had good
relationships. PolOff encouraged Israel to send a
representative to the donors conference in Brussels on July
11 to show that support.
2. (C) After some discussions, including reassurances that
all EU member states were planning to attend, and that Israel
would therefore not be the only country represented that did
not recognize Kosovo, Israel agreed to send a representative
from their Embassy in Brussels and possibly make a small
pledge. Rav-Ner said that they are considering pledging
technical assistance in either the health or agricultural
fields.
