(C) Responding to reftel points, MFA Director for Palestinian Economic Affairs Irit Ben-Abba told PolOff June 16 that FM Livni had decided to lead the Israeli delegation to the June 24 Berlin Conference in support of Palestinian Civil Police and Rule of Law. Ben-Abba said Livni would be joined by MOD Senior Pol-Mil Advisor Oded Hermann and at least one other person from each the Justice and Foreign Ministries. She said Livni would not arrive in time for the June 23 dinner. (Note: We understand the Secretary also discussed the Berlin Conference with FM Livni during her just-concluded visit to Jerusalem.) ¶2. (C) Oded Hermann told A/DCM and EconOff separately June 16 that Israel was determined to play a constructive role in the Berlin Conference, and was developing papers and providing comments to the Germans to that end.
