REF: STATE 041332
Econoff delivered the diplomatic note regarding the espousal
of Alfred McDaniel's claim against the Honduran government
to Ambassador Eduardo Rosalez Ramirez, Director of the
External Relations Department of the Ministry of Foreign
Affairs. Econoff explained the background of the case and of
previous attempts to negotiate with the Government of
Honduras. Ambassador Rosales was aware of the case pointed
out that the core difference of opinion between our two
governments is the question of Mr. McDaniel's nationality.
As such, he said he is limited in his ability to enter into
negotiations without collecting more information. Ambassador
Rosales agreed to gather information on the case in the
shortest time frame possible from the Supreme Court, the
Agrarian Institute and from the Honduran Embassy in
Washington. He also promised to share his findings with the
Special Issues office of the Ministry of Foreign Affairs in
order to develop a rapid and appropriate response. Econoff
told Ambassador Rosales the Department of State would deliver
the diplomatic note simultaneously to the Deputy Chief of
Mission at the Honduran Embassy, and that econoff would
deliver a courtesy copy to the director of the Agrarian
Institute.
