HUMINT SEMINARS


1. Chief of Mission fully supports EUCOM J2/USAREUR G2 FY08
proposal to train tactical military human intelligence
(HUMINT) operators. This training program will provide the
Georgian military a better understanding of the commander's
intelligence needs, how to gather, report, analyze, and
disseminate military intelligence in combat, peacekeeping,
reconstruction, and Global War on Terror (GWOT) missions.


2. The proposed military HUMINT and counter-intelligence
(CI) training opportunities will directly support Georgia's
emergent tactical and operational intelligence capacity and
will enable Georgia to deploy tactical military HUMINT forces
in support of stability and counter-terrorism operations with
the same level of collective training as U.S. soldiers
deploying from the United States Army - Europe (USAREUR).
This proposal fits within USG goals of establishing host
nation capabilities to participate in such missions.


3. This training program will provide Georgia the ability to
develop their military HUMINT and CI doctrine with a focus
toward NATO interoperability and coalition missions. This
will provide the host nation's nascent tactical and
operational military HUMINT/CI forces the right type of
training at the right engagement level and prepare the host
nation to collect actionable intelligence and encourage
intelligence sharing amongst allies.


4. The modular nature of this training approach offers the
country team the ability to select the most appropriate
events to suit the host nation's abilities and objectives
without requiring large scale force commitments to any one
event.
