1. (S) On August 19, Uzbekistan's Ministry of Foreign Affairs
Desk Chief Ismat Fayzullaev confirmed for Poloff that the
information in reftel A demarche was delivered to the
appropriate authorities in the Government of Uzbekistan, and
indicated that President Karimov will in fact be attending
the Shanghai Cooperation Organization summit in Dushanbe on
August 28. This is a reversal of what Fayzullaev had stated
earlier this month (reftel B),and he did not explain the
reason for this change, stating that this information is
"unofficial." Moreover, many members of the GOU's top
leadership--including Defense Minister Mirzayev, Foreign
Minister Norov, and National Security Council Secretary
Atayev--will not be available to meet with CENTCOM General
Dempsey during his August 28 visit to Tashkent due to the
large number of conferences and summits taking place at the
same time. The GOU does recognize that General Dempsey is a
high-ranking U.S. official and is setting up meetings with
"acting" officials of appropriate rank, however, Fayzullaev
said.
