1. (C) On August 12, Acting Defense Threat Reduction Office
Chief and POLOFF provided Uzbekistan's Ministry of Emergency
Situations (MChS) with 15 DTRA-funded radioisotope
identification devices (RIIDs). Deputy Minister Lt. Col.
Abdulazizov, Chief of Radiation, Chemical, and Biological
Safety Lt. Col. Haydarov, and Head of the Main Directorate
for Arms and Logistics Ahmadaliev represented MChS during the
handover ceremony. Abdulazizov expressed his gratitude to
the U.S. side, and pledged that Uzbekistan would use the
equipment to protect Uzbekistan's territory and people
against the threat of terrorism. He praised the Biological
Threat Reduction Program for providing useful training and
equipment to Uzbekistani personnel. Abdulazizov also stated
that cooperation between the Ministry and the U.S. Government
will increase in the future. (Comment: The Ministry of
Emergency Situations--like the State Customs Committee and
the Institute of Nuclear Physics--plays an important role in
countering the transit of radioactive materials across
Uzbekistan's borders. This provision of additional RIIDs, in
addition to the EXBS-funded RIIDs that Post provided to
Customs in June, will further enhance Uzbekistan's ability to
detect and interdict materials of proliferation concern. End
