1. (U) This is an action request. Please see paragraph 2.
2. (U) Post requests that Department conduct a human rights
review and Leahy vetting for a Government of Uzbekistan
official nominated to participate in the Executive-level
Program on Advanced Security Studies (EPASS 08-7). The
training program is funded by and arranged by the Marshall
Center, and slated to take place between September 26 and
December 19, 2008. Post has no credible information of gross
violations of human rights by any of the listed participants.
Department's response is requested no later than close of
business August 25.
