(S) On August 1, Acting Deputy Chief of Mission and POLOFF
delivered reftel demarche on the upcoming Shanghai
Cooperation Organization (SCO) Summit in Dushanbe to
Uzbekistan's Ministry of Foreign Affairs (MFA) Americas Desk
Chief Ismat Fayzullaev, who promised to convey the points to
the National Security Council and the Presidential Apparat
immediately. Fayzullaev noted President Karimov's opposition
to using the SCO as a military body. Fayzullaev also told
Poloff that Foreign Minister Norov as well as representatives
of MFA's SCO Section will represent the Government of
Uzbekistan during the summit, but President Karimov will not
attend. "This is all I can say officially," Fayzullaev
stated. Post will report any further responses from the
Government of Uzbekistan septel.
