1. (SBU) On July 30, Charge d'Affaires Butcher, Poloff,
Russian Charge d'Affaires Vazykh Serazev, and Russian Second
Secretary Kirill Belikov jointly demarched officials from
Uzbekistan's Ministry of Foreign Affairs (MFA) per reftel,
welcoming Uzbekistan to the Global Initiative to Combat
Nuclear Terrorism. Head of the Department for UN and
International Organizations Durbek Amanov, Department for UN
and International Organizations representative Oybek Abdiev,
and MFA Americas Desk Chief Ismat Fayzullaev represented the
Government of Uzbekistan (GOU). Amanov stated that
Uzbekistan is working to identify appropriate points of
contact for Global Initiative activities. Moreover, MFA is
communicating with the State Commission for Control of
Security in the Industrial, Mining, and Communal
Sector--which is also responsible for cooperation with the
International Atomic Energy Agency--on this issue. Amanov
expressed interest in "next steps" that Uzbekistan could take
after identifying its POC's. The U.S. side provided him with
additional background information on the Global Initiative
and encouraged the GOU to propose new activities to the Plan
of Work and to take part in September's Global Initiative
conference on legal and regulatory frameworks in Garmisch,
Germany in September. Amanov thanked the representatives
from the U.S. and Russia and reinforced Uzbekistan's
commitment to the Global Initiative.
