1. (U) On July 18 the Ambassador met with Foreign Minister
Norov and, per request in reftel, delivered the demarche on
the agenda for the upcoming OSCE Human Dimension
Implementation Meeting. The Ambassador noted that the
balanced points illustrate how we can have a productive
dialogue on human rights issues. Norov understood the
structure of the annual Human Dimension Implementation
Meeting and expressed appreciation for an advance copy of the
U.S. points.
