1. (U) We delivered the reftel fiber-optic infrastructure
questionnaire and cover letter to the MFAQs Americas Desk Chief
Ismat
Fayzullaev on May 5. Fayzullaev promised to relay these to the
Uzbek
Communication and Information Agency. On May 28 one of Fayzullaev's
assistants checked on the status and told us a response was expected
"soon."
2. (SBU) On May 29 one of our LES called a contact within the
Communication Agency who said he was unaware of the questionnaire's
existence even though it is his office that should have been given
the task of answering questions of this type. On May 30 we met
again
with Fayzullaev, who promised to look into the matter.
3. (U) COMMENT: At this point we believe the questionnaire most
likely is misplaced between offices that are not communicating with
each other. We will push hard for a response in the coming days.
