SECRETARY RAKHMANKULOV
1. (SBU) Post has obtained the following biographic
information on Mir-Akbar Hoji-Akbarovich Rakhmankulov, First
Deputy Secretary of the National Security Council and
Director of the Institute of Strategic and Regional Studies
under the President of the Republic of Uzbekistan.
2. (SBU) Mir-Akbar Hoji-Akbarovich Rakhmankulov, an ethnic
Uzbek, was born on October 5, 1952 in Tashkent. Rakhmankulov
studied law at Tashkent State University between 1970 and
1975. Between 1975 and 1980, he worked his way up from
junior to senior research staffer at the Economic Research
Institute under Uzbekistan's State Planning Committee. From
1980 until 1984, Rakhmankulov worked first as an instructor
in the Scientific Youth Section and then as Chief of the
Department for Working with the Scientific Youth of the
Central Committee of Uzbekistan's Lenin Communist Youth
League. He was a senior research fellow at the Institute of
Philology and Law in Uzbekistan's Academy of Sciences between
1984 and 1985. From 1985 until 1988, he served as the Chief
of the Scientific Personnel Department at the Academy of
Sciences. Rakhmankulov was an assistant to the Chairman of
the Presidium of the Supreme Soviet of the Uzbek SSR in
1988-1989. In 1989, he was Academic Secretary of the Council
for Coordination of Scientific Activity at the Presidium of
the Academy of Sciences.
3. (SBU) From 1989 to 1992, Rakhmankulov served as the Chief
of Planning and Organization of Scientific Research at the
Academy of Sciences. In 1992, he was the Chief of the Main
Scientific-Organizational Department and Deputy Chief
Academic Secretary of the Presidium of the Academy of
Sciences. From 1992 until 1993, Rakhmankulov was Deputy
Chief of the "Expert Group of Consultants for Working with
Foreign Firms and Entrepreneurs" of the Cabinet of Ministers.
He was the first vice-rector of the University of World
Economy and Diplomacy in 1993-1994. Between 1994 and 1995,
Rakhmankulov was Chief Consultant for Interstate and Foreign
Economic Relations in the Presidential Apparat.
4. (SBU) Rakhmankulov served as the Director of the Institute
for Strategic and Regional Studies under the President of
Uzbekistan between 1995 and 1997.
5. (SBU) From November 27, 1997 until August 20, 2002,
Rakhmankulov was Secretary of the National Security Council
(NSC) of Uzbekistan and was State Adviser to the President of
Uzbekistan. On August 20, 2002, he was demoted to First
Deputy Secretary of the NSC.
6. (SBU) In August 2007, while continuing his
responsibilities at the NSC, he was also re-appointed to his
old position as Director of the Institute of Strategic and
Regional Studies.
