1. (SBU) Post followed up with the Ministry of Foreign
Affairs International Organizations Department on
Uzbekistan's position on the upcoming vote for the U.N.
Committee on the Elimination of Racial Discrimination (reftel
A). Durbek Amanov, the Chief of the Department, confirmed
that Uzbekistan has decided to support the candidacy of U.S.
candidate Pierre-Richard Prosper. The Ministry of Foreign
Affairs will send a diplomatic note to the Embassy and has
already instructed Uzbekistan's representative in New York to
vote for Prosper on January 17. Poloff expressed our
appreciation for this support, and Amanov said he hoped
cooperation between our countries in international
organizations will continue.
2. (C) Comment: This is the latest in a recent series of
positive responses to U.S. requests for support in
international organization votes. Reftels B and C noted that
any response, let alone a positive one, had been rare. This
change is, we believe, an attempt by the Government of
Uzbekistan to demonstrate its desire to improve relations,
albeit in a way that does not cost much.
