1. (SBU) On April 25 POLOFF met with MFA's Chief of U.S.
Affairs Ismat Fayzullaev and delivered the information per
reftel that Uzbekistan will be included on the Watch List of
the 2008 Special 301 Report. This designation is the same as
in last year's report, but Fayzullaev seemed pleased by the
decision, which he knows could have been worse. We believe
the Government of Uzbekistan appreciates the recognition of
its visible enforcement efforts in late 2007 and early 2008,
which may facilitate constructive cooperation to further
improve copyright protection in the coming year.
