SUBJECT: GOVERNMENT OF UZBEKISTAN PROTESTS U.S. CIVILIAN
OVERFLIGHT
1. (SBU) This is an action request. Please see Paragraph 3.
2. (U) The Government of Uzbekistan (GOU) informed Post via
diplomatic note on March 27 that according to its aviation
authorities, the aircrew of B-772 (sic) Continental Airlines
Flight SOA-49 violated Uzbekistan's airpsace on March 6. The
flight was en-route to Newark from Mumbai and called in one
minute prior to crossing Uzbekistan's border. According to
Uzbekistani law, however, aircrews must provide notification
at least ten minutes prior to crossing the border and
entering the country's airspace. The GOU requests that
action be taken to prevent similar occurrences in the future
and that the country's overflight procedures be strictly
observed. Furthermore, the GOU has requested that the U.S.
Government notify it of actions taken against this
Continental Airlines aircrew.
3. (SBU) Action request: EMBASSY Tashkent requests that the
Department raise this issue with Continental Airlines and
provide Post with an appropriate response for the GOU.
