1. (SBU) Per instructions in reftel A, on February 20 we
delivered demarche to Ministry of Foreign Affairs Americas
Chief Ismat Fayzullaev. He listened to the points and
undertook to forward the information to the appropriate
officials, as did his superior Takhir Mamajanov last week
during a similar discussion with the Ambassador. As noted in
reftel B, the Government of Uzbekistan made clear that it
does not welcome U.S. involvement on the Kosovo issue. The
Uzbekistan delegation at the Organization for Security and
Cooperation in Europe (OSCE) also issued a statement on
February 19 which reads as follows:
"The official position of the Government of Uzbekistan
regarding the unilateral proclamation of independence by
Kosovo is as follows: All questions connected with the
declaration of independence by countries should be settled
within the United Nations. Regarding the independence of
Kosovo, Uzbekistan has not yet finalized its position."
