(SBU) On October 22, 2008, Uzbekistan's Procurator-General Rashid Kadyrov signed an order (with President Karimov's approval) appointing Jamshid Botirovich Faiziev as Procurator of Ferghana Province. Faiziev, an ethnic Uzbek, was born in 1971 in Tashkent. In 1994, he graduated from the Tashkent Law Institute. In 1995, he became an intern in the Office of the Procurator of Yunusobod District in Tashkent. Faiziev worked his way up the ranks to investigator and senior investigator, eventually becoming procurator of a section in the Office of the Procurator of Tashkent City. ¶2. (SBU) From 1998 until 2005, Faiziev served successively as an Investigator, Senior Investigator and Deputy Chief of the Department for Very Important Cases in the Office of the Procurator of the Republic of Uzbekistan. In 2001, he graduated from the Academy of State and Public Buildings under the President of the Republic of Uzbekistan. ¶3. (SBU) From 2005 until 2006, he was an Inspector in the Presidential Apparat (Office of the President) of the Republic of Uzbekistan. From 2006 until October 2008, he worked as a Department Chief in the Office of the Procurator-General of the Republic of Uzbekistan. ¶4. (SBU) Comments: According to a source in the Government of Uzbekistan, Faiziev was appointed to this position because he is not affiliated with Ferghana Province. According to President Karimov's policy, regional procurators and department chiefs should be rotated out of their positions frequently and should not have been born or raised in the regions where they serve. This policy is intended to counter the growth of regional clans' influence and power. NORLAND
