¶1. (SBU) Drawing on points provided reftel, on February
11 Ambassador sent a letter to Foreign Minister Urmas
Paet urging Estonia to act swiftly following a Kosovo
declaration of independence. The letter emphasized the
stabilizing effect a show of global solidarity will have
on the region. It also noted the potential damage that
could result from a failure to act.
¶2. (C) On the same day, DCM delivered reftel points to
Harri Tiido, MFA Undersecretary for Political Affairs.
Tiido reiterated Estonia's commitment to support a Kosovo
declaration of independence, while noting that Estonia
does not want to be the "first or last" country to
recognize Kosovo.
