1. (SBU) On December 11, in accordance with reftel
request, Ambassador sent a letter to Estonian Foreign
Minister Urmas Paet asking him to participate in the
proposed Pakistan Donor's Conference. FM Paet's
office responded to the Ambassador's letter by phone
the same day, highlighting FM Paet's interest in
attending such a conference, while noting it is
difficult to provide a definitive response without
knowing the specific date or location of the
conference. Poloff followed up with the MFA's
Division Director for Asia as well as with SCA/PB.
2. (SBU) It is unlikely the GOE will make a final
decision on either participation or a possible
donation without more definitive details about the
proposed conference.
