1. (C) Post has engaged the Government of Estonia (GOE)
Ministries of Foreign Affairs (MFA) and Defense (MOD) on
multiple occasions with regards to reftel. On October 2,
the MOD informed POLOFF that currently, the GOE is unable
to provide any trainers to assist the Afghan National Army,
but in 2009 troop levels will increase from 150 to 170
(timeframe unclear). (NOTE: The increase in the number of
Estonian troops in Afghanistan is contingent upon
Parliament voting to extend the Afghanistan mandate. Post
contacts in the MFA, MOD and parliament are all confident
the mandate will pass. END NOTE). Estonia will also likely
contribute monetarily to the Afghan National Army Trust
Fund if it is created. These decisions will be reviewed as
NATO and RC/S meetings take place.
