1. (U) Post delivered reftel demarche talking points to
the Chief of the Maritime and Aviation Department of the
Estonian Ministry of Economic Affairs and Communication,
Mr. Aivo Lind.
2. (U) On April 18, Lind told us that the GOE has not
implemented, nor is it planning to implement in the near
future any taxes, fees, charges or operating restrictions
on airlines based on environmental concerns.
