1. (U) On November 16, PM Reinfeldt announced that Sweden
would sign the Convention on Cluster Munitions (CM) in Oslo.
FM Bildt addressed the Parliament on November 28, reiterating
the PM's statement, saying Sweden hopes the CM will have a
positive effect on the Convention on Certain Conventional
Weapons (CCW) negotiations in 2009. Bildt called for the
eventual replacement of Swedish Bomb Capsule 90, which is
restricted to use only in defense of Swedish territory.


2. (C) On December 2, poloff delivered reftel demarche to
Lars-Erik Wingren at the Department for Disarmament and
Non-Proliferation. Wingren said Sweden's Ambassador to
Norway will make a statement in support of the CCW on
December 4 surrounding the CM Convention.
