1. (SBU) On November 13, Eskil Renstrom, Senior Advisor,
Department for Disarmament and Non-Proliferation, the Swedish
Ministry for Foreign Affairs (MFA),told us that Sweden is
actively working on capacity-building measures regarding
transit/transhipment-related activities and
counter-proliferation issues. He added that Sweden is very
interested gaining knowledge and perspectives regarding past
experiences (lessons learned) PSI-related incidents.
Renstrom commented that Sweden is especially interested in
the following issues:
- Adapting for timely and effective responses to PSI-related
incidents.
- Identifying gaps in and developing regulations for
interdiction and, if necessary, the seizure of dual-use
products under transit/transhipment activities of
proliferation concern.
- Capacity-building instruments for conducting effective
dialogues with the transportation sector aimed at raising
awareness and exchanging information.
- Capacity-building measures for effective information
exchange between national actors and international partners.
- The training of field officers in detecting and acting on
anomalies in transit/transhipment activities.
- Qualitative methods for effective and focused
scenario-based exercises (live and table-top) for the
above-mentioned capacity-building measures.
