GEORGIA
1. (SBU) Head of the Eastern European Department, Johan
Frisell, told poloff that Sweden agreed to send two to three
military observers to the OSCE's 28-observer contingent that
will deploy immediately to Georgia. The MFA has asked the
Defense Ministry to approve adding eight more military
observers.
2. (SBU) Frisell said OSCE observers must be deployed
immediately in order to monitor Russia's troop withdrawal.
He criticized Russia's behavior at the OSCE, saying Russia
agreed to only 28 observers, and no more. He said Russia
"noted" the Permanent Council's agreement to send up to 108
observers, but Russia is stalling an official decision.
Frisell added the observers are restricted to the Georgian
territory adjacent to South Ossetia: "it is bad, but better
than nothing."
