Mahanty for reason 1.4 (d). ¶1. (U) Local press reports that two people have been arrested on suspicion of preparing acts of sabotage at the Oskarshamn nuclear power plant in southern Sweden. According to the web news source "The Local", a Swedish contractor was stopped by the plant's security and arrested on Wednesday morning for having traces of explosives in his bag. ¶2. (U) According to the report, a source from the security company with responsibility for the plant said that the bags contained "no visible illegal substances", but routine tests had detected traces of explosives. It is unclear why the second individual was arrested. (Note: The Local credits the story to AFP and Swedish Wire Service TT). ¶3. (C) An Embassy source from the National Criminal Police confirmed to the RSO that two men had been arrested, but had few details about the nature of the threat or the identities of the two workers. He told the RSO that the plant had been closed and cordoned off for investigation. A separate police contact told the local investigator that one of the individuals has close ties to a local criminal motorcycle gang, but this information has not been confirmed. ¶4. (U) Note: Sweden has ten nuclear power plants which provide 8,900 megawatts of electricity to the country's power supply. According to press reports, the Oskarshamn plant has three boiling water reactors and his been in service since ¶1972.
